This is the suggested 0xp version of my Wini Underworld Market Sharpshooter deck. You can find a full writeup on that decklist, and the upgrades you need to get to that are in the side deck here.
I'd upgrade in the following order:

Underworld Market (and add the L0 Illicit cards from the side deck - you'll want to add an extra Pickpocketing and 4 extra Illicit cards that you want to upgrade out soon. Maybe more guns, or Liquid Courage, or Burglary
