Ursula is my favorite investigator! Quick thoughts:
Twenty assets is way too many for someone who wants to move essentially every turn. You just don't have enough time to play them. I'd aim for ten or even fewer.
I've found that Willpower is Ursula's Achilles heel and would look for ways to boost it. Despite her 1 Combat, I've lost her to Sanity much more often than to Health. At the very least, failing Willpower tests often slows her down which means she's not firing her signature ability and especially vulnerable to her signature weakness.
The Level 0 Decorated Skull is...not good. It's even worse in an action-starved deck.
You have two hand slots and one ally slot. Overwriting them costs resources that you won't have. Elli would hold, what, a Disc? The Disc discards when you use it. I'd cut her and the Skulls.
Connect the Dots is SO expensive and SO situational. Almost any clue-focused event or skill would probably be better.
I like your movement tech for Ursula. She's like a shark in that if she stops moving, she dies.
