This Zoey is meant to be a Combat heavy deck that helps her fellow investigators. She'll be fighting enemies and using several cards ("Dodge" and "Taunt") to help prevent harm from coming to her fellow investigator. She has the Mystic Spell "Scrying" so that she can re-arrange the Encounter Deck to the investigator's best advantage.
As well, since players in The Dunwich Legacy can have a harder time collecting xp I've added "Delve Too Deep" to compensate (and if she uses "Scrying" before-hand the investigators can prepare for what they're about to face).
I've also included "Teamwork" into the deck for added co-operation in case an investigator gets a bad draw. Zoey also has a couple of options to help heal sanity/damage should the need arise.
For your opening hand I would suggest finding 1-2 weapons, Bandolier and an ally if possible.
Possible Upgrades:
Beat Cop (2xp) - Is a little more robust and helps Zoey damage enemies that she isn't even engaged with.
Lightning Gun (5xp) - Would be really fun to have late in campaign, and with Bandolier in play it won't take up both her hand slots.
"I've had worse..." (4xp) - If Zoey is starting to get close to death this card could keep her in the game.
Extra Ammunition (1xp) - If Zoey is using guns a lot then this is an excellent option especially for the Lightning Gun.
Taunt (2xp) - To gain some nice card draw.
Vicious Blow (2xp) - To help boost the damage to enemies.
