As supernatural winds howl outside, the tower groans and sways like an ancient tree weathering a storm. You steady yourself against a pillar, hoping to wait out the tremor. Suddenly, you feel the pillar loosen. Stepping away, you watch the intricately carved pillar tumble down to the bottom far below. You pause, waiting to hear a splash, but there is none. The water below has receded. The city continues to rise like a long-dead corpse from the sea depths.
Decrease the flood level of each location.
Shuffle each Omen and Glyph card in the encounter discard pile into the encounter deck.
