Tommy has Becky and he has 8 cards, that have Damage/Horror on them. This means that you should do everything in your power to fill Becky with as much ammo as possible.
0 Upgrade:
Beat Cop Agency Backup(5); I prefer Alice Luxley over Beat Cop. Somehow i think Alice has a better Clue/Damage balance (see Backup section), and I like to replace my upgrades with cards that have a similar effect.
Vicious Blow Reliable(1); if Becky is your main weapon a +3 brings you up to a 7
Stick to the Plan(6); for Act of Desperation, Heroic Rescue and Prepared for the Worst
Fine Clothes Bulletproof Vest(3) and Elder Sign Amulet(3); nice stuff, most of the time there isn't any Parley actions in later scenarios
Keen Eye(3); for not used resources to use to investigation
If you still have some Experience upgrade Gravedigger's Shovel and Bandolier.
0 Backup:
Tommy Muldoon does not fear confrontation, fully upgraded he can tank nearly every hit. Even better he WANTS to tank every hit. Like already said Agency Backup(5) and Becky is the main combo on he has.
- Kill Alice and stack enough resources to play Agency Backup(5)
- Exhaust and tank with the Backup
- Stack resources for the next Backup
- When the Backup dies fill your resources to 7
- Pump the rest in Becky
